The strategic importance of the development of “Performance Based Logistics (PBL)” models in national projects such as Milgem is emphasized in the Report.
In the Turkish Defense Industry, the PBL approach based on the 1990s began with the Pilot PDL applications in the last period under the leadership of the Undersecretariat for Defense Industries (SSM).
Performance-Based Logistics (PBL), also known as performance-based life-cycle product supportor performance-based contracting, is a strategy for cost-effective weapon system support. Rather than contracting for the acquisition of goods and services, the product support manager identifies product support integrator(s) (PSI) to deliver performance outcomes as defined by performance metric(s) for a system or product. DoD program managers are required to develop and implement performance-based life-cycle support strategies for weapon systems. These strategies should optimize total system availability while minimizing cost and logistics footprint.
